Bob McDonnell’s college plans. Among young people, especially those in college, Republicans lag far behind Democrats in the support they can draw on. The situation may change if more young people come into higher education.
Public colleges like to attract a large number of out-of-state students because these pay considerably more in tuition. Mr. McDonnell does have a point in proposing that tax-supported public universities accept more students from Virginia than they currently do.
