The Albemarle County proposal to levy an ambulance fee brings to a head several forces: the prospect of having to worry about payment when you need to get to a hospital quickly but under medical supervision; the resistance to the idea by Rescue Squads which prefer to rely on donations (much discussed in NOVA); offering relief from the fee to low-income groups and the poor.
When I lived in England, where health services are free, one often heard complaint was that some did not hestitate to call an ambulance on the most trivial occasions.
