I learned yesterday that in the 1993 off-year election President Clinton campaigned actively for his party’s gubernatorial candidates in Virginia and New Jersey, both of whom lost. Some commentators have remarked that that marked a turning of the tide for Republicans. The GOP undoubtedly hopes to see a repeat of 1993 this year.
