John Nance “Cactus Jack” Garner, our 32nd Vice President, once likened the job to “a warm bucket of spit.”
Such is Virginia’s Lieutenant Governor’s post-just a lot smaller.
Only Bill Bolling’s imagination could conjure, could elevate, this cup of spit into something resembling a cross between the president of the United Nations, administrator of the Marshall Plan, chairman of Microsoft, and manager of the Yankees:
Says he:
“As your Lieutenant Governor my number one job will be making Virginia the best place in America to do business.”
Uhh…Bill…The Constitution of Virginia says your number one-and practically only-job is to preside over the Virginia Senate.
You see, Bill, the writers of the constitution intentionally kept it simple in the matter of Lieutenant Governor. They knew the average cinderblock could preside over the Virginia Senate. Lucky you.
“The best place in America to do business?”
Uhh…Bill…Virginia is already the best place in America to do business-and has been for years.
And, Bill, about that “Jobs for Virginians Program”….
- Tax relief and tax credits for businesses who create jobs (should be which, Bill, not who)
- Cut red tape and regulation on Virginia businesses
- Direct more resources to programs that help create jobs
- Improve the educational opportunities we provide our children
- Make higher education more available and more affordable
- Make Virginia the nation’s leader in energy development
- Adopt targeted economic development strategies for rural Virginia
- Build a transportation system for the 21st century
- Protect our right to work law
- Restore fiscal integrity to state government
….wouldn’t you think the constitution writers would have given you at least a vote on stuff like this? What were they thinking? How thoughtless of them. Surely they had no idea how much you could load into one cup of warm spit.

C’mon, Barnie: you KNOW that’s not what he said!
Actually, Cactus Jack said “a warm bucket of piss,” but mores being what they were at the time, the newspapers substituted “spit”–good enough for me! Good catch, though! BKD
