Town and Gown, Williamsport and William and Mary: the report suggests reasonable goodwill in working out problems. I know of other places where opposition between town and college runs deep. In the college town in Pennsylvania where I then lived, opposition between them during the Vietnam years was considerable. In medieval times there were pitched battles between townsfolk and scholars in England and elesewhere. Virginians would seem to do things differently.
The two Democratic Senators from Virginia have at times something in common with their Republican colleagues and with Blue Dog Democrats in Congress, who are much concerned with fiscal rectitude. Senator Webb once worked for the Reagan administration, and Senator Warner had been a venture capitalist before being elected Governor.
