If George Allen does indeed run against Jim Webb, it will be a former Senator against an incumbent one. I do not myself know of many such races, though there must have been at least a few. There are times when it is an advantage to be an incumbent and times when it is decidedly not. Allen must be encouraged by the turning of the political tide in Virginia.
