At the end of Bob McDonnell’s address two members of the Assembly, Republicans I believe, waved white pieces of paper at the Governor. This custom, usually signalling that a speech in the legislature had gone on too long, was received with good humor by the Governor, and was perhaps not intended entirely seriously.
