  1. About Governor McDonnell’s reflections on the surprising triumph of Scott Brown in Massachusets. Brown supports his state’s comprehensive health plan, which mandatorily insures all but a small proportion of its people, but plans to vote against the health bills being considered in Congress. He seems to be a states righter in this respect, who is opposed to any state being forced to contrbute to a federal plan. It is possible that he supports the Massachusetts health plan only by necessity since it is widely popular there.
