Montgomery and Fairfax counties, wealthy jurisdictions with very good public schools, may be a microcosm of Maryland and Virginia. That Montgomery denizens use public transport much more that those in Fairfax and that the Government of the former spends more per capita means that in comparison with Virginia, Maryland is more of a Welfare State (in the European sense). As for fewer Fairfax inhabitants being physically inactive, that may emanate in part from the Pentagon and the culture of the military and their pervasive influence in the county.
